发展普惠托育服(fú )务(wù ),要充分(fèn )调(diào )动社(shè )会力量积极性,而社会力量往往面(miàn )临高成本(běn )压力,需要(yào )建立合理的成(chéng )本分担机制。中(zhōng )国(guó )宏观经(jīng )济研究院社会(huì )发展所研究员张(zhāng )本(běn )波(bō )提出,一方面,要(yào )加(jiā )大政(zhèng )府投资力(lì )度(dù ),提高(gāo )托位建设补贴(tiē )标(biāo )准,进(jìn )一步降低普惠机构开(kāi )办(bàn )成(chéng )本;另(lìng )一方面(miàn ),采取公建民营(yíng )、运营补贴(tiē )、奖(jiǎng )励补助、购买服务等多(duō )种方(fāng )式(shì ),降低(dī )普(pǔ )惠(huì )机构(gòu )运营(yíng )成本。
